FCSS History
The program was originally called Preventive Social Services (PSS) which came into effect on July 1, 1966. Specifically, the program was developed to prevent dependence on public welfare by promoting individual independence from the state.
In essence, the PSS was designed to develop community awareness of available resources. From the beginning, Pre-School & Home Care played major roles in PSS/FCSS programming history. The Alberta Government recognized the importance of these services within communities. Health Units & Home Care programs across the province began working together within communities.
